With descriptive text, beginning: For years increasing quantities of sewage dumped into the waters around the metropolitan area threatened to make bathing beaches unfit for public use. A new, comprehensive plan of sewage disposal by the Department of Public Works in the city - and upstate under the direction of the Interstate Sanitation Commission - is slowly but surely clearing the waters of pollution and improving the conditions of the beaches ...
